The system that funds Clerk services is unstable and insufficient, and it’s led to a $50 million decrease in Clerks’ statewide budget over just 8 years. While Clerks’ budgets have declined, the workloads have increased significantly with new duties to better ensure public safety.
Throughout Florida, families and businesses have felt the impacts of COVID-19 and this Legislative Session in Tallahassee, many organizations will be seeking funding from our State Government. But for Florida’s Clerks of Court and Comptrollers, COVID-19 exposed a SERIOUS flaw in the system that funds Clerk services.
Yes – budgets have declined by $50 million over 8 years. Yes – Clerks’ statewide budgets were cut by nearly 50% over just one quarter due to COVID. And yes – Clerks have had to reduce staff, operating hours, and services have been delayed.
But the issue runs deeper.
The current system that funds Clerk services relies on revenue from those services. But it doesn’t account for other duties that don’t generate revenue. With declining budgets, increasing workloads, and no ability to carry reserves – the system just doesn’t work.
And when our revenues decrease – like it has during COVID-19 – YOUR public services suffer.
As a result of the ongoing budget crisis and the impacts of COVID-19, Clerk services that support public safety, promote access to justice, and support the court system are at risk.
That’s why I, along with my fellow Florida Clerks of Court and Comptrollers, are supporting the “At Your Service” 2021 Clerk Legislative Priorities. These priorities will bring stability to Clerk services by authorizing reserves, improving procedures by allowing funding requests, and creating more payment options to encourage timely fulfillment of financial obligations.
